Kyle advises municipal governments, private companies, and nonprofits in several areas of environmental law, including climate and environmental policies, water resources, clean energy permitting, government relations, treaty rights, cleanup, and the Endangered Species Act.

Professional

  • Advise clients on emerging climate change regulatory issues, including compliance with and opportunities under Washington State’s Climate Commitment Act, Clean Fuel Standard, and other state and federal climate change policies.

  • Advocate for clients in negotiations with state and local lawmakers, utilities, businesses,  nonprofits, and state agencies to successfully develop and enact state legislation related to clean energy project siting and carbon sequestration.

  • Advise clients with hydroelectric projects on water resource issues including Clean Water Act 401 certifications, water quality compliance, and Endangered Species Act compliance.  

  • Advocate for clients in state and federal litigation concerning water resources, fisheries, and treaty rights.

  • Represent clients on matters related to hazardous waste contamination, including complying with cleanup regulations, recovering from responsible parties, supporting contaminated property transactions and pursuing environmental insurance coverage.

  • Prior to joining Cascadia, Kyle served as a Wildlife Law Research Fellow to University of Washington Law Professor Todd Wildermuth and served as a teaching assistant and guest lecturer for undergraduate courses in the University of Washington’s Law, Societies and Justice Program.

  • From 2019-2020, Kyle worked as a consultant and strategist for Clean and Prosperous America’s climate change campaigns, where he developed and executed a nationwide grant-giving program to support organizations advancing voter engagement and climate change awareness.

  • From 2015-2019, Kyle served as the Co-Director and then Executive Director of Carbon Washington. There, he managed consultants and staff, co-led the ballot initiative campaign for Initiative 732 to enact a price on carbon, and spearheaded the successful campaign to create Washington’s Sustainable Farms and Fields Carbon Sequestration Grant Program. The Farms and Fields Program has grown to an approximately 30 million dollar program designed to reduce greenhouse gas emissions in the agricultural sector.
